Throw-off lever (suddenly) stuck in print

I am working on a new style 10 x 15 C&P. The press is in great condition and is used for large production runs daily. While working on the press yesterday, I was suddenly unable to put the throw-off lever into trip. It has never been difficult to maneuver back and forth from trip to print before this. I tried oiling all of the components to the lever, but this did not help.
What would cause this, and how can it be fixed? It seems to be the lower shaft connected to the lever that is having trouble rotating. Could something have gotten jammed, or disconnected, so that it would not allow this shaft to rotate?

I’d look for any setscrews that may have loosened. They might be on lever ends like the one where the lower link connects. I’d work my way up the chain of parts from there.
