What is the flying dutchman technique? How to set it up for Windmill?

Hi everyone. I’ve seen a lot of mentions of the flying dutchman technique and have seen the diagram in the apa-letterpress website, but I still don’t understand it.

Is anyone willing to upload photos of how they’ve done this trick with their Windmills?
