It looks to be an incomplete or broken proof press. A photo from one of the sides would tell us a lot. Is there enough room under the cylinder for standing type to pass under??? If not it may be an intaglio press for producing an image from a thin engraved plated.

Which moves on this press: the bed or the cylinder?

I still do not see any cranking mechanism to move the bed back and forth under the cylinder. The most important question is what is the distance between the top of the bed and the bottom of the cylinder. In other words, what is the height of an object that can squeeze between these two surfaces?
