Windmill Speed Regulator

Hey y’all,
I’m working on my first Heidelberg Windmill (c. 1960s) Red Ball. The handle that regulates the speed of the press is locked up tight. The nuts near the motor seem to be jammed against the metal holding the thread, and the handle seems to be rusted shut.

I’ve used Rust Buster, 3-in-1, WD40… I’ve tried to dislodge the nuts with a wrench. I’m at a loss. Can I use a torch to try to heat up the nuts and break the rust, or is all this grease just crazy flammable?

This stuff with a rubber mallot seems to work well for me.
Sometimes it takes patience. Good luck.
