A more technical name for scraper is makeup rule, used for all sorts of tasks, usually carried in a pocket of a printer’s apron. The other is a broken linecasting spaceband but probably used as a very narrow makeup rule. These were tools of the trade primarily that of compositors who worked with traditional letterpress materials.
