There is no part of any Poco proof press I know of (I don’t know them all!) where such a tool would be needed or useful. It looks to me like either some specialized kind of draw-saw or a tool for cleaning out narrow grooves in some other device, or a tool for measuring something precisely, in increments of about 1/2 an inch as set by the intermediate device clipped onto the toothed blade. Somebody at the Early American Industries Association might recognize it.
